Causes of famine

Food shortages in a population are caused either by a lack of food or by difficulties in food distribution; it may be worsened by natural climate fluctuations and by extreme political conditions such as tyrannical government or warfare. One of the largest historical famines (proportional to the affected population) was the Great Famine in Ireland, which began in 1845 and occurred as food was being shipped from Ireland to England because only the English could afford to pay higher prices. In certain cases, such as the Great Leap Forward (The largest famine in absolute terms), North Korea in the mid-1990s, or Zimbabwe in the early-2000s, famine can be caused as an unintentional result of government policy. Malawi ended its famine by subsidizing its farmers against the strictures of the World Bank.^[6] During the 1973 Wollo Famine in Ethiopia, food was being shipped out of Wollo to the capital city of Addis Ababa where it could command higher prices. In contrast, at the same time that the citizens of the dictatorships of Ethiopia and Sudan had massive famines in the late-1970s and early-1980s, the democracies of Botswana and Zimbabwe avoided them, despite having worse drops in national food production. This was possible through the creating short-term employment for the worst-affected groups, thus ensuring a minimal amount of income to buy food, for the duration of the localized food disruption and was taken under criticism from opposition political parties and intense media coverage. In other cases, such as Somalia, famine is a consequence of a failed state.

Many famines are caused by imbalance of food production compared to the large populations of countries whose population exceeds the regional carrying capacity. Historically, famines have occurred from agricultural problems such as drought, crop failure, or pestilence. Changing weather patterns, the ineffectiveness of medieval governments in dealing with crises, wars, and epidemic diseases like the Black Death helped to cause hundreds of famines in Europe during the Middle Ages, including 95 in Britain and 75 in France.^[9]^[10] In France, the Hundred Years' War, crop failures and epidemics reduced the population by two-thirds.^[11] . The failure of a harvest or the change in conditions, such as drought, can create a situation whereby large numbers of people live where the carrying capacity of the land has temporarily dropped radically. Famine is often associated with subsistence agriculture, that is, where most farming is aimed at producing enough food energy to survive. The total absence of agriculture in an economically strong area does not cause famine; Arizona and other wealthy regions import the vast majority of their food, since such regions produce sufficient economic goods for trade. Disasters, whether natural or man-made, have been associated with conditions of famine ever since humankind has been keeping written records. The Torah describes how "seven lean years" consumed the seven fat years, and "plagues of locusts" could eat all of the available food stuffs. War, in particular, was associated with famine, particularly in those times and places where warfare included attacks on land, by burning or salting fields or on those who tilled the soil. Dead zone (ecology)

Dead zones are often caused by the decay of algae during algal blooms, like this one off the coast of La Jolla, San Diego, California.

Dead zones are hypoxic (low-oxygen) areas in the world's oceans, the observed incidences of which have been increasing since oceanographers began noting them in the 1970s. These occur near inhabited coastlines, where aquatic life is most concentrated. (The vast middle portions of the oceans which naturally have little life are not considered "dead zones".) The term can also be applied to the identical phenomenon in large lakes.

In March 2004, when the recently-established UN Environment Programme published its first Global Environment Outlook Year Book (GEO Year Book 2003) it reported 146 dead zones in the world's oceans where marine life could not be supported due to depleted oxygen levels. Some of these were as small as a square kilometre (0.4 mi²), but the largest dead zone covered 70,000 square kilometres (27,000 mi²). A 2008 study counted 405 dead zones worldwide.^[1]^[2]

Causes of dead zones

Aquatic and marine dead zones can be caused by an increase in chemical nutrients (particularly nitrogen and phosphorus) in the water, known as eutrophication. These chemicals are the fundamental building blocks of single-celled, plant-like organisms that live in the water column, and whose growth is limited in part by the availability of these materials. Eutrophication can lead to rapid increases in the density of certain types of these phytoplankton, a phenomenon known as an algal bloom. Although these algae produce oxygen in the daytime via photosynthesis, during the night hours they continue to undergo cellular respiration and can therefore deplete the water column of available oxygen. In addition, when algal blooms die off, oxygen is used up further during bacterial decomposition of the dead algal cells. Both of these processes can result in a significant depletion of dissolved oxygen in the water, creating hypoxic conditions. Dead zones can be caused by natural and by anthropogenic factors. Use of chemical fertilizers is considered the major human-related cause of dead zones around the world. Natural causes include coastal upwelling and changes in wind and water circulation patterns. Runoff from sewage, urban land use, and fertilizers can also contribute to eutrophication. ^[3]

Notable dead zones in the United States include the northern Gulf of Mexico region, surrounding the outfall of the Mississippi River, and the coastal regions of the Pacific Northwest, both of which have been shown to be recurring events over the last several years.

Additionally, natural oceanographic phenomena can cause deoxygenation of parts of the water column. For example, enclosed bodies of water such as fjords or the Black Sea have shallow sills at their entrances causing water to be stagnant there for a long time. The eastern tropical Pacific Ocean and Northern Indian Ocean have lowered oxygen concentrations which are thought to be in regions where there is minimal circulation to replace the oxygen that is consumed (e.g. Pickard & Emery 1982, p 47).^[4]

Remains of organisms found within sediment layers near the mouth of the Mississippi River indicate four hypoxic events before the advent of artificial fertilizer. In these sediment layers, anoxia-tolerant species are the most prevalent remains found. The periods indicated by the sediment record correspond to historic records of high river flow recorded by instruments at Vicksburg, Mississippi.

Effects of dead zones

Low oxygen levels recorded along the Gulf Coast of North America have led to reproductive problems in fish involving decreased size of reproductive organs, low egg counts and lack of spawning.

In a study of the Gulf killifish by the Southeastern Louisiana University done in three bays along the Gulf Coast, fish living in bays where the oxygen levels in the water dropped to 1 to 2 parts per million (ppm) for 3 or more hours per day were found to have smaller reproductive organs. The male gonads were 34% to 50% as large as males of similar size in bays where the oxygen levels were normal (6 to 8 ppm). Females were found to have ovaries that were half as large as those in normal oxygen levels. The number of eggs in females living in hypoxic waters were only one-seventh the number of eggs in fish living in normal oxygen levels. (Landry, et al., 2004)

Fish raised in laboratory-created hypoxic conditions showed extremely low sex-hormone concentrations and increased elevation of activity in two genes triggered by the hypoxia-inductile factor (HIF) protein. Under hypoxic conditions, HIF pairs with another protein, ARNT. The two then bind to DNA in cells, activating genes in those cells.

Under normal oxygen conditions, ARNT combines with estrogen to activate genes. Hypoxic cells in a test tube didn't react to estrogen placed in the tube. HIF appears to render ARNT unavailable to interact with estrogen, providing a mechanism by which hypoxic conditions alter reproduction in fish. (Johanning, et al., 2004)

It might be expected that fish would flee this potential suffocation, but they are often quickly rendered unconscious and doomed. Slow moving bottom-dwelling creatures like clams, lobsters and oysters are unable to escape. All colonial animals are extinguished. The normal re-mineralization and recycling that occurs among benthic life-forms is stifled.

Locations of dead zones

In the 1970s, marine dead zones were first noted in areas where intensive economic use stimulated "first-world" scientific scrutiny: in the U.S. East Coast's Chesapeake Bay, in Scandinavia's strait called the Kattegat, which is the mouth of the Baltic Sea and in other important Baltic Sea fishing grounds, in the Black Sea, (which may have been anoxic in its deepest levels for millennia, however) and in the northern Adriatic.

Other marine dead zones have apparently appeared in coastal waters of South America, China, Japan, and southeast Australia. A 2008 study counted 405 dead zones worldwide.^[1]^[2]^[5]

Oregon

Off the coast of Cape Perpetua, Oregon, there is also a dead zone with a 2006 reported size of 300 square miles (780 km²).^[6] This dead zone only exists during the summer, perhaps due to wind patterns.

Currently the most notorious dead zone is a 22,126 square kilometre (8,543 mi²) region in the Gulf of Mexico, where the Mississippi River dumps high-nutrient runoff from its vast drainage basin, which includes the heart of U.S. agribusiness, the Midwest. The drainage of these nutrients are affecting important shrimp fishing grounds. This is equivalent to a dead zone the size of New Jersey. A dead zone off the coast of Texas where the Brazos River empties into the Gulf was also discovered in July 2007.^[7]

Reversal of dead zones

Dead zones are reversible. The Black Sea dead zone, previously the largest dead zone in the world, largely disappeared between 1991 and 2001 after fertilizers became too costly to use following the collapse of the Soviet Union and the demise of centrally planned economies in Eastern and Central Europe. Fishing has again become a major economic activity in the region.^[8]

While the Black Sea "cleanup" was largely unintentional and involved a drop in hard-to-control fertilizer usage, the U.N. has advocated other cleanups by reducing large industrial emissions.^[8] From 1985 to 2000, the North Sea dead zone had nitrogen reduced by 37% when policy efforts by countries on the Rhine River reduced sewage and industrial emissions of nitrogen into the water. Other cleanups have taken place along the Hudson River^[9] and San Francisco Bay.^[1]

The 2010 Chilean earthquake occurred off the coast of the Maule Region of Chile^[4] on February 27, 2010, at 03:34 local time (06:34 UTC), rating a magnitude of 8.8 on the moment magnitude scale and lasting about three minutes.^[5]^[6] The cities experiencing the strongest shaking—VIII (Destructive) on the Mercalli intensity scale—were Talcahuano, Arauco, Lota, Chiguayante, Cañete, and San Antonio.^[1] The earthquake was felt in the capital Santiago at Mercalli intensity scale VII (Very Strong).^[7] Tremors were felt in many Argentine cities, including Buenos Aires, Córdoba, Mendoza and La Rioja.^[8]^[9] Tremors were felt as far north as the city of Ica in southern Peru.^[10] Tsunami warnings were issued in 53 countries,^[7] and a tsunami was recorded, with amplitude of up to 2.6 m (8 ft 6 in) high, at Valparaíso. President Michelle Bachelet declared a "state of catastrophe". She also confirmed the deaths of at least 723 people,^[11] although later reports from Chilean officials reduced the estimated death toll to 279.^[3] Many more have been reported missing.^[12]^[13]^[14]

Seismologists estimate that the earthquake was so powerful that it may have shortened the length of the day by 1.26 microseconds and moved the earth's axis of rotation by 8 cm or 2.7 milliarcseconds.^[15]^[16]

The epicenter of the earthquake was offshore from the Maule Region, approximately 8 km (5.0 miles) west of Curanipe and 115 km (71 mi) north-northeast of Chile's second largest city, Concepción.^[17]^[18] The earthquake also caused seiches to occur in Lake Pontchartrain to the north of New Orleans, United States, located nearly 4,700 miles (7,600 km) from the epicenter of the quake.^[19]

Geology

The Nazca Plate is subducting under the South American Plate. This movement causes seismicity and volcanism throughout Chile.

The earthquake took place along the boundary between the Nazca and South American tectonic plates, at a location where they converge at a rate of eighty millimeters (about three inches) a year. This earthquake was characterized by a thrust-faulting focal mechanism, caused by the subduction of the Nazca plate beneath the South American.^[17]

Chile has been at a convergent plate boundary that generates megathrust earthquakes since the Paleozoic (500 million yeas ago). In historical times the Chilean coast has suffered many megathrust earthquakes along this plate boundary, including the strongest earthquake ever measured. Most recently, the boundary ruptured in 2007 on northern Chile.

The segment of the fault zone which ruptured in this earthquake was estimated to be over 700 km (430 mi) long with slips of almost 10 m.^[20] It lay immediately north of the 1,000 km (620 mi) segment which ruptured in the great earthquake of 1960.^[21]

Compared to past earthquakes

This was the strongest earthquake affecting Chile since the magnitude 9.5 1960 Valdivia earthquake (the most energetic earthquake ever recorded worldwide), and is the strongest earthquake worldwide since the 2004 Indian Ocean earthquake.^[22] It is the seventh strongest earthquake ever recorded (the 1906 Ecuadorian earthquake is tied for seventh with it), 500 times more forceful than the 7.0 M_w earthquake in Haiti in January 2010.^[23]

Aftershocks

An aftershock of 6.2 was recorded 20 minutes after the initial quake.^[24]^[25] Two more aftershocks of magnitudes 5.4 and 5.6 followed.^[25] The USGS said that "a large vigorous aftershock sequence can be expected from this earthquake".^[17] By 00:00 am UTC March 1, more than one hundred aftershocks had been registered, including eight above magnitude 6.0.^[26]

A 6.9-magnitude offshore earthquake struck approximately 185 miles southwest of, and less than 90 minutes after, the initial shock; however, it is not clear if that quake is related as of February 27, 2010 (2010 -02-27)^[update].^[27] A separate earthquake of magnitude 6.3 occurred in Salta, Argentina, at 3:45 pm UTC on February 27, at a depth of 38.2 km (23.7 mi);^[28] two people were injured and one died in Salta.^[29] Minor quakes generated by the main one could be felt as far away as São Paulo, Brazil,^[30] located about 3,000 km (1,900 mi) away from Concepción.

Since the major earthquake, and as of March 5, at least one >5 earthquake has been recorded daily in the vicinity of the Concepción area ^[31].

On March 5, two aftershocks were reported. The first was a 6.3-magnitude off the coast of the Bio Bio region. The second was near the epicenter of the original at 8:47am with a magnitude of 6.6. ^[32]

Damage and casualties

According to an Associated Press Television News cameraman, some buildings collapsed in Santiago and there are power outages in parts of the city.^[33] A fire was reported in a chemical plant in an outskirt of Santiago and caused the evacuation of the neighborhood.^[24] Santiago's International Airport seems to have been damaged and the airport authority has closed off all flight operations for the next 24 hours from around 12:00 UTC.^[4] On Sunday, February 28, Ricardo Ortega, head of the Chilean Air Force, said commercial airline service had been partially re-established and aircraft were being allowed to land in Santiago.^[34]

Santiago's national Fine Arts Museum was badly damaged. An apartment building's two-story parking lot collapsed, smashing about 50 cars. According to one health official, three hospitals in Santiago collapsed, and a dozen more south of the capital also suffered significant damage.^[35]

In Valparaíso, a tsunami wave of 1.29 m was reported. The port of Valparaíso was orderd to be closed due to the damage caused by the earthquake. The port started to resume limited operations on February 28.^[36] In Viña del Mar, a touristic city and part of Greater Valparaíso, several buildings were structually damaged, pricipally in the district Plan de Viña.^[37]

Many cities in Maule region were seriously affected by the earthquake. Curanipe, only 8 km (5 mi) from the epicenter, was hit by a tsunami after the earthquake and still remained isolated from outside as of February 28.^[38] A surfer said the tsunami "...was like the one in Thailand, a sudden rise of water. One could not estimate the dimension of the wave, because it was advancing foam. There were 10 to 15 rises, the last one being at 08:30 in the morning."^[39] In Talca, the capital of Maule region, many dead were trapped in the rubble. The administrative building was uninhabitable, and the authorities had to be set up in the parade ground.^[40] All but two of the local hospital’s thirteen wings were in ruins. Dr. Claudio Martínez was quoted as saying, “We’re only keeping the people in danger of dying.” Hospital staff attempted to transport some patients to Santiago on Sunday morning, but roads were blocked.^[41]

Damaged buildings and fires were reported in Concepción.^[42] Rescue teams had difficulty accessing Concepción because of the damaged infrastructure.^[24] The fifteen-storey residential building "Alto Río" fell backwards, horizontally lay on the ground, and trapped many of the residents. As the building was newly completed, 19 of the apartments were occupied and 36 were unknown if there were habitants therein.^[43]^[44]^[45] A 2.34 m (7.68 ft) tsunami wave hit Talcahuano, a port city and part of the Concepción conurbation. The tsunami caused serious damage to port facilities and lifted boats out of the water.^[46] In the fishing town of Dichato, which has 7,000 residents, it was the third tsunami wave that ended up being the most damaging.^[47]

Dilapidated buildings could be seen on the streets of Temuco, about 400 km (250 mi) from the epicenter. The adobe of some buildings fell. Façades fell in pieces and crushed cars. Two people were reported dead because of not having been able to escape from a discothèque. On February 27, it was reported that "to find a business open is almost impossible" ("Encontrar un negocio abierto es casi imposible").^[48]^[49]

In Chile, at least 500,000 homes are estimated to be damaged.^[50] At least 723 people were reported killed, although later reports from Chilean officials indicated that the death toll was significantly overestimated, with the actual identified death toll being only 279 as of March 4, 2010.^[3]

The Chilean National Emergency Office (Oficina Nacional de Emergencia) estimated that the intensity of the earthquake was 9 on the Mercalli scale in the Biobío Region and 8 in Santiago.^[24]^[51] USGS put the intensity in Talcahuano at MM VIII, in Santiago and Concepción at MM VII and in Valparaíso at MM VI.^[1]

Humanitarian response

Despite President Michelle Bachelet's earlier statement that Chile did not need international aid,^[52] leaders of many countries and intergovernmental organizations, including the United Nations and European Union, responded to the earthquake and sent messages of condolence to the government and people of Chile over the loss of lives and property. Argentina, the United States, United Kingdom, People's Republic of China, Singapore, Haiti, and Pakistan were among the countries that responded earliest following the quake.^[53]^[54] Appeals for humanitarian aid were issued by the UK-based Oxfam, Save the Children and others.

Chilean television host Don Francisco created a charity event called Chile helps Chile to be released in Santiago on March 5 and March 6, 2010.^[55]

Conditions in the aftermath

Chaos and disorder

Nearly half the regions in the country were declared Catastrophe Zones and curfew was ordered in some areas as there has been looting and public disorder.^[56] One day after the earthquake, on February 28, 2010, some affected cities were in a state of chaos and massive looting took place in supermarkets in Concepción. The items stolen included not only food and other items of living necessity, but also electronic materials and other durable merchandise. To control vandalism, a special force (GOPE) of Carabineros was sent to disperse rioters with tear gas bombs and water cannons.^[57] However, despite these and other government acts (including a mandatory curfew), pillaging continued in both urban and rural areas of the affected zones.^[58] It is reported that 160 people were arrested by military police in Concepción between March the 1st and 2nd.^[59]

On March 1, 2010, pillaging continued to take place in supermarkets in Concepción and in some districts of Santiago. In Santiago, the police were forced to take shots in the air in order to disperse the mobs which were, once again, stealing both items of living necessity (such as food and water) and durable goods (including electronic devices and home appliances).^[58] In Concepción, despite the zone becoming militarized, mobs continued to steal from supermarkets and went as far as to set one of the stores on fire.^[60]

According to a March 5 BBC article, the fishing village of Talcahuano, a few kilometers down the coast from Concepcion, has been left largely to fend by itself. Neighborhood vigilante groups, such as one led by a public works employee with a gun license, and the few police present allow such things as residents siphoning fuel from the tanks at a petrol station, but step in if someone starts to attack a cash machine. This man is also quoted as saying, "I've personally saved dozens of people from attack in this apartment block."^[61]

Chileans living in regions not affected by earthquake (including those living abroad) also experienced grief as they sought to learn more about situation regarding their family members and friends who were affected by the earthquake. In the most hard hit zones there is no communication with the exterior as a result of the lack of electricity and the destruction of telephone lines.^[58]

Prison escape and riots

In the prison of El Manzano in Concepción a prison riot begun after a failed escape atempt by the interns. Different part of the prison were set on fire and the riot was only controlled after the guards shot into the air and recieved help from military units.^[62]

By March 1 prison guards in Chillán had captured 36 of 203 prisioners that had escaped following the earthquake. During the escape prisioners burned 7 houses close to the prison. A witness in Chillán asserts that he was robbed by prisoners with a machine gun and that they also forced his girlfriend to kiss them. Another witness declares to have been sexualy molested by around 20 men, who are believed to be escaped prisioners. The sitiation in Chillán was described as being like the Wild West by El Mercurio.^[62]

Government response

Four hours after the earthquake, when the death count was still low, President Bachelet provided a press conference in which she informed the population of the situation and stated that Chile did not yet need international aid.^[52] However, about two million people have been affected by the quake with more than 500,000 houses completely damaged. In many cities, people slept in tents in parks or simply on streets, for fear of aftershocks. The government was prepared to begin distributing food and other vital aid around the country.^[63]

On February 28, President Bachelet stated that her government had reached an agreement with the major supermarkets that would allow them to give away stocked basic foodstuffs to people affected by the earthquake.^[64] As of February 28, the Santiago Metro rapid-transit network was already partially available and was expected to be fully operative on the following day, March 1.^[65]

On March 4, President-elect Sebastián Piñera, who assumes office on March 11, was quoted as saying that his goals are "to cope with the emergency needs of citizens, find people who are still missing, provide prompt and timely assistance to the sick and wounded, and restore law and order so that people can return to peace."^[66]

Economic recovery

As of March 3, the central port city of San Antonio has said it has returned to 80% capacity. In addition, for Valparaiso port, Raul Maturana, a spokesman for the Federation of Port Workers Union, has stated that Valparaiso is operating normally. However, ports in southern Chile, which are closer to the epicenter, remain closed.^[67]

On March 4, President Bachelet said Chile will need international loans and three to four years to rebuild.^[68]

Africa" is a song by rock band Toto. The song was included on their 1982 album Toto IV, and scored number one on the Billboard Hot 100 chart in February 1983 and number three on the UK Singles Chart the same month. The song was written by the band's keyboardist David Paich and drummer Jeff Porcaro. David Paich sings both verses of the song. Bobby Kimball, Steve Lukather and Paich sing the choruses.

Without a doubt Toto’s most recognizable song, "Africa" was almost omitted from the Toto IV record prior to its release. Having spent a great amount of time producing the tune, the band became so tired of the song that they didn’t want it on the album. The song itself was very different from anything the band had done before, and some members felt that it didn’t sound like Toto.

“I didn’t think it was very good,” said Steve Lukather (Classic Rock Revisited, 2003). “That tells you what can happen when we pick our own singles!”

David Paich, who co-wrote the song with Jeff Porcaro, said that it “could have been the beginning of a solo project [for me] because it was so different.
